The crossed out characters are either rerunning next patch or the ones banished to chronicle banner
Yelan and Hu Tao were exempt from Liyue's last chronicle banner but I'm almost willing to bet that Yelan is rerunning in 6.0 since she's getting a new skin next patch and Ineffa's existence seems like they want to promote Lunar Electro-Charged as the first Lunar reaction
All of sudden Arle and Clorinde are somewhat far back in the rerun queue
