In this anime (set in 2010) CERN is an organization of would be time travelers who ultimately failed at the expense of human life. Only to, utilizing their massive organizational resources, realize theh have been outdone by some autistic Japanese otaku/nerds + girlfriends (tranny included.) these are exactly the sort of caricatures that use (and it's plot relevant to the story) 4chan. I imagine the show makers advertised and collected a cult following on 4chan back in the day. It's odd IP though. A fresh take on time travel and rather like the matrix in tone as the don-Quixote main character needs to defeat himself and the nature of time to erase any evidence of his meddling in the timelines to save his friends (and ultimately his 2 qt gf's) from the despotic NWO that CERN's international criminal network will do anything to implement.
I think it was written as a pet project by some old man. And the IP was inherited by simps and women who don't understand it's natural appeal to men.
Ultimately I think anon is accidentally stumbling on a much more interesting and real phenomenon that the CERN timeline larp proposed by the funny cartoon characters. And that's how prone humans are to mass psychosis, and how easy it must be for those who can control media to change opinion.
