Not quite. Trump is the only leader who (1) ran on making a big deal out of being tough on illegal immigration and who (2) "delivered" on that promise by deploying a bunch of theatrics in a big blue city in a big blue state with sanctuary state laws. In other words, all the shit he is doing is symbolic and it has more value as political theater than actual enforce. I have to hand it to him. It plays VERY WELL with his base and throughout other parts of the country.
However, Barack Obama and Bill Clinton still hold very solid deportation records.
Trump will never beat the Obama record. That's just the reality of the situation.
Obama managed to go on a deportation spree without using the Marines, the National Guard, Kristi Noem ICE Princess commercials, etc. That's why he got away with it. He was quiet about. Trump is going bombastic about it, like he is daring the Democrats, or even asking the Democrats to come to the negotiation table.
