We have no idea why Roger was trying to get Rocks to wait or why Garp flipped and fought with Roger instead of against him. But given what we've seen of Rocks so far with him stabbing a kid and threatening kid Loki if his answers weren't yes, the depictions of him being a brutal asshole and his crew only being together for the sake of strength is probably true.
