Greys are apparently artificial beings created by a race known as the "Tall Whites" and also work with Mantid beings. They are probably intelligence but their intelligence will be limited to what their creators allow them to have. That's why abductee accounts say they appear cold and emotionless, because they literally are incapable of having emotions.
