Itagaki's characters tend to get to their personal top by achieving a state of peace of mind rather than just trying to win fights or beating every single fight they're in, it's not even a matter of moral victory and more about being satisified with the way they do things, living the way they choose to live, we joke about this a lot but it's the reason why, for instance, Katsumi forfeits his sumo match, he did it because to him that was the way to live his life, Retsu's boxing arc was a thing because in that specific point of Retsu's life he felt lost and lost confidence in the 4000 years, so he tried something new to challenge himself and his ethos.
In a more recent exacmple, Pickle's growth as a character entail being civilized enough to understand when to admit defeat and back down from a fight rather than being suicidal and give in to his caveman pride, this is why there was that bit about him finally being able to talk a bit before the previous fight with Jack, becoming more and more civilized and having a lot more experience Pickle now understands when he has to concede, much like how he got scolded by Baki in the fight between father and son and didn't go apeshit on Baki, he found his place and peace of mind.

Jack is top tier make no mistake, but he's still not quite there yet, he found a way but he's not walking the talk to the bitter end yet, there's still room to grow, some internal dilemmas and contradictions he has to face and this arc is all about that, fighting against other people to finally get that internal peace of mind and truly get to his personal top, Baki went through the same process.
