The fuzion project was just kind of a side idea, a way to create an in-between game that created common ground between people who wanted to shift from the lower power Interlok to the higher powered Hero.
If Christian Conkle, one of the primary devs on their DBZ game, is to be believed... and I don't see a good reason for him to lie about this, RTAL was hemorrhaging money after snatching up Bubblegum Crisis, DBZ, and Votoms, and all of them being even as far as indie game systems are concerned commercial flops.
Mike also once commented in an interview with a British wargaming magazine that their contract with Hero Games required that RTal publish one of their flagship games using the new system.
