What if Zeno is the successor to Rymus? I brought up the appearance because I think that might be the case.
Rymus may have already died or retired and then his descendants went on to become the next Omni king until they reached Zeno.

Honestly. Reimu being stronger than Zeno would make sense. In Dragon ball Gods who are stated to be supreme end up with someone else ranks above them, like it happened with the Kami and the Grand Supreme Kai. And would make sense, Reimu seems to be like an old wise man, while Zeno looks like a child and his design isn't that impressive in general
