I totally agree with you, Garou was a monster but only in appearance and not in mind. Saitama says it clearly here, Garou doesn't look like a monster because of his contradictory behavior.

One guy was just arguing that Garou wasn't physically a monster yet when it's so obvious that his body already mutated to some extent even before fighting Saitama. Yes, Garou looked lame to Saitama(he was wearing fucking sneakers too) but that doesn't change the fact that his physique was of a monster.
