Whoever they want. Cosplay is art in and of itself. If your cosplay idea is trying to conform to your race then you've already lost. One of the coolest dudes I met was some black dude dressed as Sephiroth. Passion should be your driving goal, not conformity.

Of course the communists will see my anecdote here and try to apply that to fantasy as well. I'm fucked either way.
