I think part of the problem is that for supposedly being the strongest of the Sound 4, they really don't feel like it, e.g. Kiba and Akamaru didn't get their asses straight up beaten in the two-headed wolf form so much as they got hard-countered by an ultra-specific defense summon (then they proceed to get distracted by Akamaru's super laser piss, then their kekkei genkai loses to honorable seppuku, then they're on a wild goose chase for half their screentime, and now they're getting raped by Sasori's hand-me-downs)
