Presumably, it's a hand-me-down from Asriel. So it's safe to assume Kris and Noelle are now around the same age as Asriel and Dess were when Dess went missing.
Dess also went missing at least before the spelling bee that Noelle lost to Berdley. She froze up cause they asked her to spell "DECEMBER", who presumably had already went missing by then.
