That's closer to the truth. Still depends on the facts of the case though. I remember that in high school, this one guy randomly told a girl "You're really ugly, you know that? Can you move to another seat so that I don't have to look at you? You make me want to throw up, no joke. I'd say you're as ugly as a dog, but that would be an insult to dogs" and she started crying. Aside from that one instance, she wasn't mistreated by anyone, but I still think he was bullying her. If there's no ongoing bullying the line of what's acceptable does indeed become much more generous, but it's not impossible to cross. The definition of bullying doesn't require and has never required enduring power imbalances over a long period of time; situational power imbalances can qualify.
