Did Hoyo always intend him to be the No. 1 Harbinger? I don't get why they hyped him up as the strongest Fatui if all he's gonna do is get his ass beat, be Mavuika's bitch, and die. He even gave up on getting the Gnosis pretty much immediately after the fight, so why the fuck did the Tsaritsa make him No. 1 if he's so unreliable?
