Tromsø is a coastal city warmed by the Gulf Stream. There are no truly cold cities along the coast in Europe. You have to go inlands in Eastern Europe and the Nordics + Alps. Finnmark just east of Tromsø experiences huge temperature swings with 30C in summer and -40C in winter. Just last year you could take a 2 hour drive north and the temperature would change by over 40C/100F.
