Honestly I hate to admit this but you might be right.
Realistically there's only like, what, 2 or 3 more characters left in the NPC jail that people really care about?
After that you have like... what, FOX squad? Yakumo? Akemi? Mirai?

I like some of those characters don't get me wrong, but none of them feel very hype worthy, especially if it's anniversary we're talking about.
