I guess I don't have this issue because I use him in a tremor burn team, so I never need to do any of that. I spend the first few turns building up both tremor and burn, so spending all my bullets at once sounds kinda counterproductive just to get a non shin savage rounds Meursault. How do you use him in a purely burn team?
