I ended up fixing it myself and making a macro for it. I tested it extensively on an alt account for a couple of hours and then on my main in UR and it doesn't trip the detection even if you set it as fast as possible...seems like it only detects clicks. Anyway if you want to use it, you need to rebind your burst hotkeys (see pic). In the script "qwerty" is replaced with "yuiop" since I never use those keys but you can change it easily if you want. You still use qwerty like normal though when using it. If you don't normally use qwerty for burst then change it at the bottom; there's a comment explaining how.
The idea is you set skill cutscene to "simple" and then as you fight you can hold the key of whatever burst you want to trigger (Q for example) and it will activate as soon as it can since the button is being spammed. Then during the cutscene change and hold a different key if you need to. This way there's as little time spent in between each burst usage as possible. It can give you a very tiny bit of a damage boost over mashing the key yourself but I don't consider this cheating really since this sort of QOL feature should already exist in the game.
You can also play around with the sleep time. You want it as low as possible but the lower it goes the more strain it puts on the game engine and your fps will drop which is bad for damage. 10ms seems good for me to where fps doesn't drop at all but test it on your own machine. Lowering settings may help too if you're an absolute omega sweat.
Also sometimes AHK is trash and gets stuck in the loop pressing the key even when you click out of the game. If that happens just press the key a few times to get it unstuck.

To use:
>Install AHK 2.0
>Save script to file with .ahk extension
>Right click and hit run as administrator
>Ready to use, can leave it running forever
