I was vaguely familiar with the system because my friends talked about wanting to play an Avatar game so I've gone through the book before. For the waifu crafting, I thought it was important to have a decent foil to Ryou. So I thought Restraint vs Results would tie nicely with Society vs Integrity.

So, I think Hoki's initial attraction to Ryou would be his words. The fact he openly challenges injustices he sees, she'd find admirable. I was operating under the assumption she wouldn't know that Ryou was a Fire Nation deserter first encounter but I think that would make her opinion of him go only higher. He's actively going against his people think Ryou being a bit of a dork on top of that she'd find endearing. Though I don't think Hoki would be quick to confess or even realize her feelings. She'd subconsciously do flirtatious actions like making his favorite food more often than others in the group or finding excuses to touch him such as grabbing his arm in a crowd, so she doesn't lose him.
When Hoki comes to terms with her feelings, I think her main drive would make Ryou feel like he does belong.
