I don't think it will happen because the USPS doesn't have any proper systems in place and is too underfunded to get them. The government constantly flipflops over whether they have direct control over it and when it comes to giving them funding towards taking tariff fees they'll tell them to figure it out themselves.
At most the private couriers like DHL and FedEx will kneel because they already take fees in other countries, which would just cause everyone to avoid them and put an even larger strain on the USPS which they aren't anywhere near equipped enough to handle.
