They've simply changed the type of crime. Whether it's pickpockets or cyber thieves, a criminal is a criminal. They are an unscrupulous people. Hell, read their literature, it's backstabbing on top of backstabbing with everyone living in misery and trusting no one.

Their culture is so alien and criminal to a westerner, we can't really wrap our heads around it. Their normal is like a nightmare to us.
