Those are two separate technology levels. Glitterworlds are the pinnacle of Ultratech, stated as the peak of what humanity can achieve technology wise. Spacer is a tier down from Ultratech. All ultratech in-game is found or traded, never manufactured. Even the few ultratech research options we have cannot be invented or self-taught; they all require some digital template for you to copy from, whether a Techprint or a Nano Structuring Chip. And the most advanced mechs we can make through ultratech, like the War Queen from Ultra Mechtech, are still only subpersona AI because we can't make any infrastructure necessary for persona-level AI. Gravships and power armor are just standard spacer tech, which is as far below ultratech as the medieval age is to our modern day 21st century digital age.
