> In 1960, some firms in Germany began recruiting workers from İstanbul through private bureaus to fill their job vacancies. Because recruitment from İstanbul continued-according to official German records the number of workers reached a total of 2,495, of whom 200 were female, by July 1960-and Germany signed a bilateral labour recruitment agreement with Greece in March 1960, the Turkish government demanded that the Germans conclude a similar agreement with Turkey. The German government, however, initially refused Turkey's demand, invoking the racial argument that "Turkey is not a European country". This was not received well by the Turkish authorities at the time, given that Turkey was sensitive about being treated as a part of Europe and that it had applied for association with the European Economic Community (EEC), the progenitor of the European Union, in July 1959. The Turkish embassy in the German capital submitted its government's diplomatic note to the German Federal Ministry of Foreign Affairs in December 1960, stating that if Germany refused to sign an agreement, Turkey would consider it to be neglecting a NATO member in favour of Greece ...
