Just like Mineta is the (useless) pervert character, she's the (also useless) genki girl type. Mina is also genki and a bigger character with a flashier quirk so Hagakure never had a chance.

idk anon but to speculate she just became better at "using" her quirk. iirc she's not actually invisible, her body just bends light in a certain way (which is why you can see through her but not inside her - like foor). She's pretty much a regular human with a palette swap and then later on she became skilled enough to manipulate light that hit her (even navel laser guy's laser beam). So maybe she's just got enough pratice and figured out a way to make herself visible. Also Hori's done art of her visible before.
