First I heard of that, do we even have any proof or interviews or anything about what it was supposed to be?
I know the game was called Super Donkey and it had a Rayman-like version of DK in it, but that is apparently the main character from Sky Skipper. I don't think anyone outside Miyamoto and a few other oldtimers at Nintendo know what the plan with that game was. Seems likely they were planning to replace the main character with Mario considering there are sprites for him that are basically replacements for the main character's sprites. For all we know it could have started out as a Sky Skipper sequel but then they wanted to change it into a Donkey Kong sequel before shelving it. There's even sprites of Link in it.
Yoshi's Island was originally going to star a wizard baby (which is why Yoshi transforms) before they replaced him with baby Mario, hell, there were even sprites from Super Donkey that were eventually used for the first time around 35 years later in Super Mario Maker 2. A lot of games likely started out as something else or a tech demo.
