The federal government poured millions into building a black run city from the ground up, with the belief that once blacks had their own place, free from white control (whites could live there but have no say), they would prosper. It would grow to hundreds of thousands of residents and be a center for producing cutting edge technology.
Today, the only building constructed, SoulTech One, is a state prison.
