The Soviets utilized foreign talent to kickstart their rapid industrialization but it was their planners who took that and made a modern industrial giant the likes of which scantily existed anywhere on earth out of a feudal backwater. It transformed nature with thousands of massive resevoirs and dams, created 10s of thousands of power stations and electrified the entire USSR before the US even finish electrifying the deep south.
