I think people who do not contribute to the power accumulation of the state will be eliminated. Not a matter of 'if', but WHEN. States that eliminate that which does not give them power will be more fit and capable of surviving in a dangerous world.

China is a more fit country for this reason, they remoulde populations which don't conform into ones that benefit the state.
