It's called 'Legend of the Galactic HEROES' - not 'Legend of the Galactic Political Ideologies'.
The struggle between dictatorship and democracy (or within them) is only there to pit those heroes against each other.
The Empire's purpose isn't to make a point about monarchism, it's traditions and flaws are contrived so that Reinhardt has something too overcome and reshape. Reinhardt has to rise up against the ruling nobility which does not want him, because he is driven to impose his own will. Compare that to Yang who just wanted to study history, but ends up being pushed to take part in it by the FPA. Yang constantly objects to thee support and praise of people whose loyalty he does not want, and feels obligated to fight for a government he does not support. The contrast between those kinds of characters is the core of the story. And there are all these other people with their own idea of what it means to be hero in times of war.
You could conceivably flip the systems and the story still works. Have Reinhardt born into a corrupt democracy and push his way to the top with a reformist political party then lead it into war. While Yang is born into a declining monarchy which he reluctantly fights to protect while trying to avoid stepping on the toes of nobility who are ungrateful despite dependence on his strategy.
It is so tiring that LoGH threads always settle into the same debate about which 'side' was 'right'. The debate between autocracy and democracy is not presented with much depth over the whole 100+ episodes, because it is not really the focus of the anime.
