From what I understand the bill is so onerous in it's requirements that any website that doesn't have FAGMAN money and potentially has adult content has to block the UK otherwise they get exposed to infinity dollars of violations. Like full legal team making sure you're never in violation of the law, strict time limits on removal of "offensive" content, etc etc.
