That's the irony of it. Able bodies people don't need healthcare unless some unplanned malady happens and by then it's too late to pull yourself up by your bootstraps and get a job because you're not able bodied anymore, but you can't prove it because you don't have access to healthcare. It's a horrible plan to try to discipline Boo Radley NEETs into working, but not one to cull "useless eaters."
