My Yunli with 90% crit rate could only 0 cycle the first wave of MoC12 side 2 on my 10th attempt or some shit. That 0 cycle is required for 1 cycling Hoolay. If I had 3-4 more substats and could hit 100% crit rate the RNG would, presumably, be way lower - only about Yunli's cull bounce targetting and not about damage rolls.
