She's worse than Sharkry pre-V3.
With V3 she needs Vector to properly function, and while it's not unreasonable to get around 16 stacks with an average Fire team, at best I'd say she's around the level of KSVK +Mod Key level albeit with more damage. V6 is a casual 185% dmg increase to Scorch Marks which is pretty wild and elevates her to actually being strong.
In terms of stacking, I'll just give a tally of how many procs you can get with each Fire unit:
>Qiuhua: 2, +1 skill2, +1 V2, +1-2 Vector
>Qiongjiu: 1, +3 Mod Key, +1-2 Vector
>Sharkry: 1, +3 Mod Key , +1-2 Vector
>Vector: 3, +1 skill3, +1 V1
>Peri: 2, +1 skill2, +1 V1
Centaureissi/Cheeta/Krolik/Ksenia don't have Fire support attacks, and Overburn does not increment stacks, so they won't help much. That said, on turn 2 with Qiuhua V3 + Vector V1 + QJ V3 + Peri V1 (necessary to trigger that many attacks) you can hit one unit 20 times, then with 5 units you can add Sharkry and bring the total to 26 which isn't too shabby.
