The handling of the legacy seasons has been weird in both instances. In Decade since they didn't plan in advance they couldn't reliably count on getting the original actors so had to make them unique worlds loosely based on the original series.
In Zi-O there was more foresight to bring actors back. I think that one issue it has in comparison to something like Gokaiger is that for Rider the cameo basically needs to be the primary or secondary Riders in most cases but Gokaiger had flexibility to bring back any of the original Sentai team to match the episode narrative, which might even be as practical as using a suit actor due to Sentai having more characters that don't have face actors.
