I was in that thread. I would say that Japanese people who speak English and learn more about western culture tend to be more based than the average Japanese person who's view of the west is trapped in the Cold War and Hollywood. Many who learn English idolize the old America and Britain before they were fully subverted. They also borrow English terms like ポリコレ (Politically Correct). It's funny to see how they even have their own version of MAGA boomers and J Anon.
