Remember, if it wasn't for these 2 war hawk, communist pieces of shit you would be able to enlist to defend your country without the fear of being deployed into a foreign war against your will.
Prior to the civil war, there was basically no draft. there was an unsuccessful attempt during the revolutionary war and then during the war if 1812 while actively being invaded congress explicitly refused Madison's demand for a draft since it's slavery and there is no explicit power in the constitution for congress to conscript.
During the civil war only 2% of union soldiers were drafted, 6% were draft replacements (usually paid by the drafted guy) and 92% were volunteers.
Article I section 8 Clauses 15 and 16 give the federal and state governments the power to call up and arm the militia but ONLY to repel invasion, put down insurrection and to enforce the law.
Prior to 1916 if you joined your state (or local) militia you could not get deployed to a foreign war, only to wars taking place on American soil. Which makes sense, gotta protect the country from invasion and insurrection.
Then in 1916 war hawk communist Wilson and his war hawk communist congress came up with some bullshit that sidestepped the constitution and declared anyone in the national guard to also be in the federal army reserve so that wilson could federalize national guard unit and they would then be army that could be deployed over seas to a foreign war.
by the end of WWI 72% of all US troops were conscripted against their will to fight in a foreign war
communist war hawk FDR and his communist war hawk congress would go on to clarify the 1916 law in 1933 and reinstitute the draft pretty much nonstop from 1940-1973 sending conscripted American boys to no fewer than 3 foreign wars
and that's why for the past 100+ years you can't sign up for your state militia unless you want to get sent overseas to a foreign war
