Yes, exactly. They're laying off Americans to hire foreigners now. This fixes America's labor market woes substantially. America currently has a major structural issue with companies focusing more on recruiting workers than retaining workers, causing a constant "career churn" and skilllessness among American workers who constantly need to switch profession/industry to achieve better wages, staying almost forever at entry level positions.

That's exactly what they did in Russia and it was sort of hilarious. Did you see the "mutiny" which immediately ended the moment the check cleared for their leader? The best part was that Russia took the mutiny army the US had built and used it to destroy NATO proxies, not just in the Ukraine but also in Africa, and it became the core of the "Afrika Korps" of Russia.
