We have Shifty and Misato that were clearly designed to wield a pistol, but because of the limitations of this game they were given a machine pistol and thrown into the SMG category.
There would be two classes of pistols, just like shotguns. High capacity pistols with 15 rounds and low capacity pistols with 6 rounds (revolvers or oversized pistols). They would have higher accuracy than an AR and be more effective at close-medium range.
Their special mechanic would be tactical reloads. The reload meter will have a marker in the middle where you can begin firing again after 50% progress, but if you let it reach 100% reload you'll get a firing rate buff for the next 3 reloads. Ideally you would perform a full reload for the buff, then start shooting and tactical reloading as fast as you can for more damage (or make better use of hit counts).
They could even take it a step further and go for dual pistols on some characters, just like a few of the SMGs that we have currently.
