Arguing things like money having a velocity or that any given policy will have 'disparate impact' is both true and also unresponsive to the point. The cost of being unable to pass costs on is the business itself contracting business. If you think this has no consequences as you seem to think then you are exactly as I have described you till now.
So yes, in the end, ultimately, at one point or another, 'all costs are passed on', because the loss of capital is costly. (You don't seem to understand what 'capital' even is, either.)
