I really don't see it, what he had decided was just that he had to become an unfair being like Saitama himself, he was still pushing to become stronger. His own interpretation of transcendence, you might say or just him being chuuni.
But let's say it's like you said, even if it is like you said I don't see it making him stop getting stronger, it would only mean that he would stop breaking the limiter at that point, but the transformation into a monster should still give him a boost in his power by at least increasing his potential to a higher level than he had reached up to that point.
