Bullying does not have to exist as a pattern for it to be bullying. If I make fun of a Special Ed kid at school one singular time, that was an act of bullying. I am not a bully, as that label does require a pattern of behavior, but I did engage in a bullying act.
Rin wasn't bullying Urara though. Bullying is more the calculated, premeditated abuse of a passive individual; Rin was being a bitch, but reflexively lashing out when frustrated isn't bullying.
