There's plenty of videos on youtube of Africans demonstrating that they can in fact build wells of sufficient quality to provide long term water. This leaves me to believe that many Africans are just lazy niggers that would prefer to drink out of a muddy parasite laden malaria puddle rather than put the work in to even have basic amenities like clean water. No amount of outside help can fix people that just don't give a shit.
