You click the button that says 'Upgrade Bromide' then feed junk Bromides of matching rarity into one to level it up. It takes a ton of fodder though so only do it if you can max it all at once (you can check without going through with the upgrade). You can upgrade lower rarity Bromides into fodder. R->SR fodder SR-> SSR fodder. You can only increase the rarity once, so if you make an R into SR(fodder) you can't increase that same SR to SSR(fodder).
As for which ones to upgrade that depends on what you have and how you are building your Girls since you can only use one type (POW/TEC/STM/APL) at a time.
