Mitsuru being super rich isn't her quirk, her quirk is that her being super rich makes her out of touch to the point that she comes off like some duchess instead of a real teenager. That's the whole point of that one scene where she assumes Junpei's room being a mess is because someone broke in and kidnapped him, rather than just because he's lazy.
