At least for NoobAI based models, I think the quality tags do make a genuine consistent difference.

One of the algorithms the aesthetic tags used was Waifu-Scorer, and that algorithm uses this example image to demonstrate the scoring system: https://files.catbox.moe/9jlipg.png

Pic related is a test using noobaiXLNAIXL_vPred10Version.safetensors [ea349eeae8] . I took off all the positive and negative tags, then added the top tags from both the Quality and Aesthetics sections to demonstrate their individual effects, then added all the current quality tags I use combined.

I think it shows the quality tags really do make a difference.

Now they definitely impact the style of the image and if that's not the style influence you want then it can make sense to exclude them, but I think for general purpose gens they really improve consistent quality.
