But it can, it just has a lot of limitations
You can do transparency between sprites/polygons with VDP1, but it takes 6 times longer to draw and you can't also do transparency with VDP2 layers at the same time (pic related: the pink bubble appears transparent in front of the terrain but not in front of the VDP2 background layer)
