Naberius was the one who gets under Rhine's skin because Rhine isn't respectful enough to the Master or the Rules. Naberius was the one who told Rhine she wouldn't allow even the thought of disloyalty from her, despite having no agency.
Naberius is every bit the loyalist that Ronova is. And probably is the one who told her boss about Egeria's transgressions.
Whether that's all her own feelings or is enforced upon her as a Shade (like with the Angels) on the other hand is questionable.
