It's two different characters. Gai is the blonde guy, and in the first panel, he is talking about how there is this ominous classmate of his, Kai, who stalks behind him, looks at him with contempt, and even hits him.

Meanwhile, the black-haired MC, Kai, views Gai as a symbol of terror for some reason. He's built up a resistance to him now, however, and can issue challenges to Gai with that determined protagonist face and hit him. I kind of feel sorry for Gai getting constantly harassed like this, though.
