I think the explanation that gave made sense, that they planned early on in S1 to not focus on Mii's character development and leave that instead as a focus for a whole season. It seemed like they had a hard enough time fitting in just Himari and Chii's development in S1, I'm glad they didn't try to cram in something else too. Plus, that gave us plenty of Mii being weird all the way until the end, which was pretty funny.
