I do remember my local PC gaming magazine having patches for popular games on the CD, for people who can't download them.
But yes, generally, back then games couldn't be patched up, and sometimes games released, and remained, basically broken.
Bloodlines was literally unplayable for me on release, I only rediscovered it years later. To think I could've missed out on my favorite game, because it kept crashing all the time....
And IIRC either Morrowind or Oblivion would not load a game if you had too many saves/too large combined saves file size, and it took me weeks to find out why I can't continue my campaign. The original Witcher game also would sometimes crash to desktop when saving/loading if you had too many saves.
